Could a German Lead the European Central Bank?
For nearly three decades, an unwritten rule has seemingly kept Germans from heading the European Central Bank. This tradition dates back to the ECB’s creation 28 years ago, when the institution was designed after the Bundesbank and headquartered in Frankfurt. These arrangements were crucial in persuading France and other EU members to transform the Deutsche Mark into the euro, ensuring the new currency felt truly European.
Although German economists and central bankers initially expressed doubts about the plan, Chancellor Helmut Kohl supported the move. His backing was partly aimed at easing concerns in France about German reunification. As one experienced ECB insider wryly noted, the legacy of these early negotiations still shapes the institution today.
